The International Rescue Committee (IRC) is hiring a Reproductive Health (RH) Officer to oversee clinical quality, community engagement, and supply chain management across health facilities in Afghanistan. The role is based in one of three provinces: Nangarhar, Herat, or Kunduz. This is a field-heavy position requiring extensive travel within the assigned province, often to remote and access-constrained locations. The RH Officer will split their time between three main areas: clinical quality assurance and supportive supervision of midwives and community health workers, monitoring community engagement and counselling quality, and managing supply chains, health information systems, and workforce support. Day-to-day work involves monthly supervision visits to health facilities and Family Health Houses (FHHs), coaching staff on family planning service delivery, reviewing clinical records, and compiling monthly and quarterly performance data for donor reporting. IRC was founded in 1933 at the call of Albert Einstein and has grown into one of the world's largest humanitarian organizations, operating in more than 40 countries and 29 U.S. cities. The organization responds to major crises by restoring health, safety, education, and economic wellbeing for people affected by conflict and disaster. In Afghanistan, IRC works closely with the Ministry of Public Health and community-level health platforms to deliver reproductive health services in challenging environments. Working in Afghanistan means operating in a context shaped by ongoing security concerns, limited infrastructure, and significant geographic barriers. The role requires someone comfortable with remote field settings, limited day-to-day oversight, and strict adherence to IRC security protocols. Fluency in English, Dari, and Pashto is mandatory, as is familiarity with the local health system and community structures in the assigned province.
Responsibilities
- Conduct monthly supportive supervision visits to all health facilities and Family Health Houses using standardized IRC checklists to assess clinical quality, counselling, eligibility screening, infection prevention, documentation, commodity management, and adherence to reproductive health protocols
- Provide on-site coaching and corrective guidance to midwives and community health workers, monitoring competency in reproductive health general services and family planning service delivery
- Review clinical records and supervision findings, maintain competency and performance trackers, and submit timely reports highlighting gaps, corrective actions, and recommendations
- Serve as an IRC Master Trainer, delivering rights-based family planning, values clarification, and other reproductive health trainings to midwives and community health workers
- Coordinate training logistics with support departments and conduct regular competency assessments with return demonstrations
- Ensure orientation, competency verification, and readiness of newly recruited midwives and community health workers before independent service delivery
- Monitor implementation and quality of Family Health Action Group dialogues, Community Health Shura engagement, and community health worker household outreach
- Review community dialogue reports, knowledge assessments, household registries, and community health worker reports to identify gaps in awareness, service uptake, data quality, and referral follow-up
- Report community barriers, safety concerns, or access constraints and coordinate corrective actions with the Team Lead and RCCE Manager
- Conduct counselling quality assessments through client exit interviews, direct observation, and supportive supervision to ensure respectful, rights-based, and client-centered service delivery
- Provide structured feedback and targeted coaching to midwives and community health workers, developing performance improvement plans where needed
- Verify availability of essential reproductive health commodities, maintenance of buffer stocks, accuracy of stock records, and timely resolution of stockouts or supply chain issues
- Monitor quality and timeliness of health information reporting by verifying consistency between facility registers, community health worker records, and HMIS submissions
- Support troubleshooting of reporting challenges and orient newly recruited staff on reporting requirements in collaboration with the Senior Health Information Officer
- Compile, analyze, and report monthly and quarterly programme performance data, including reproductive health service utilization, family planning uptake, counselling quality, and community engagement
- Contribute to annual learning reviews, baseline assessments, endline evaluations, and other MEAL activities
- Maintain accurate programme documentation including supervision reports, competency assessments, quality assurance records, client feedback, and community engagement reports
- Provide supportive supervision and mentorship to community midwives and community health workers, a positive, high-performing work environment
- Monitor staff wellbeing, safety, and operational challenges in remote settings
- Support recruitment, onboarding, orientation, and ongoing professional development of community midwives and community health workers
- Escalate workforce or welfare concerns to the Team Lead and HR to ensure programme continuity
Requirements & Qualifications
- Bachelor of Science in Midwifery (BSc Midwifery) or Community Midwifery degree
- Diploma in Nursing or Community Health Nursing with strong reproductive health clinical experience
- Medical Doctor (MBBS) with reproductive health programme experience also accepted
- Additional training or certification in family planning clinical services, reproductive health service delivery, or community health in humanitarian settings is a strong advantage
- Minimum of two to three years of progressive clinical and programme experience in reproductive health, maternal health, or primary healthcare in Afghanistan
- Demonstrated experience in maternal and reproductive health service delivery
- Direct experience working with community-level health platforms in Afghanistan including FHHs, community health workers, FHAGs, and Community Health Shuras
- Experience in clinical quality assurance, supportive supervision, or programme monitoring in a health programme context
- Experience training or mentoring community midwives or community health workers in clinical skills or health counselling
- Experience working in the assigned province (Nangarhar, Herat, or Kunduz) and familiarity with the local health system, PPHD, and community structures
- Experience with national HMIS data systems, facility registers, and community health worker record-keeping
- Minimum of one to two years of experience in a supervisory or team leadership role
- Strong clinical knowledge and hands-on competency in reproductive health service delivery
- Knowledge of the MoPH Basic Package of Health Services (BPHS) and the Community-Based Healthcare (CBHC) national framework, including the FHH model and community health worker scope of work
- Understanding of the national Health Management Information System (HMIS) platform and monthly health facility reporting processes
- Strong interpersonal and communication skills with demonstrated ability to provide constructive, respectful, and effective supportive supervision in remote field settings
- Strong organizational skills with ability to manage a multi-site supervision schedule across geographically dispersed and access-constrained locations
- Ability to work independently and exercise sound judgement in remote field settings with limited day-to-day management oversight
- Proficiency in Microsoft Office Suite and basic data management tools
- Ability to travel extensively within the assigned province in compliance with IRC security protocols
- Fluency in English, Dari, and Pashto
