The International Rescue Committee (IRC) is hiring a Manager WASH/PCI & Infrastructure to be based in Bocaranga, Central African Republic. This role supports all of IRC's health projects in the country by ensuring that water, sanitation, hygiene, and infection prevention control (WASH/PCI) measures are fully integrated into every supported health facility and community. The manager will oversee the construction and setup of WASH infrastructure, train staff on hygiene and waste management, and ensure that health centers meet national and international standards. IRC has been active in the Central African Republic since late 2006, with its main office in Bangui, a base in Bocaranga, and a project office in Ndele. The organization works across multiple sectors, including health, nutrition, education, economic recovery, and child protection. This position sits within the health department and reports directly to the Senior Manager for Health and Nutrition, with technical oversight from the Health and Nutrition Coordinator and the WASH/PCI Technical Advisor. The IRC was founded in 1933 at the call of Albert Einstein and has grown into one of the world's largest humanitarian organizations, operating in more than 40 countries and 29 U.S. cities. The organization responds to the world's worst crises, helping people affected by conflict and disaster to restore their health, safety, education, and economic wellbeing. In the Central African Republic, IRC is currently implementing its "Strategy 100" plan, which focuses on delivering the best possible impact for the most vulnerable people affected by humanitarian crises. Bocaranga is a town in the northwestern part of the Central African Republic, near the border with Cameroon. The working environment is challenging, typical of humanitarian operations in remote, crisis-affected areas. Staff should expect limited infrastructure, basic living conditions, and the need to be self-sufficient. The role requires frequent travel to health facilities and communities in the surrounding areas. French is the primary working language in the country, and the ability to work in this language is essential for coordinating with local partners, health workers, and community leaders.
Responsibilities
- Conduct needs assessments to identify hygiene practices, infection prevention and control (PCI) risks, and barriers to safe practices in supported health facilities
- Analyze assessment data to design sustainable WASH/PCI interventions that comply with standard protocols and healthcare requirements
- Plan and implement activities that reduce risky practices, addressing both physical infrastructure and behavioral change
- Design technical plans, cost estimates, specifications, and work schedules for WASH infrastructure, including water supply, sanitation, waste management, triage zones, and isolation units
- Provide technical expertise to field teams and supervise work carried out by contractors to ensure quality
- Ensure proper reporting, administrative management, and budget management for WASH projects
- Monitor water quality and ensure hygiene and sanitation installations meet standards, promoting staff participation for sustainability
- Contribute to the development and adaptation of PCI protocols and strengthen integration with other program sectors
- Apply environmental standards and conduct climate-sensitive analyses of IRC interventions in health centers
- Supervise and mentor staff, providing guidance and building capacity of teams and implementation partners
- Participate actively in WASH coordination forums, needs assessments, development of terms of reference, and preparation of data collection tools and training guides
- Contribute to data analysis to size the response and supervise its implementation according to national and international standards
- Work closely with district health teams, health facility staff, administrative and traditional authorities, and communities

Requirements & Qualifications
- Advanced degree in civil engineering, water and sanitation engineering, public health, or a related field
- Minimum of 5 years of professional experience in WASH project management, including experience in emergency contexts
- Proven technical expertise in WASH infrastructure design and implementation
- Experience supervising construction works and managing contractors
- Strong knowledge of infection prevention and control standards in healthcare settings
- Experience in capacity building and training of staff and partners
- Excellent command of French, both written and spoken
- Strong analytical skills and experience with data collection and analysis
- Ability to work in remote, insecure environments and adapt to challenging living conditions
- Knowledge of the Central African Republic context is an advantage
