The International Rescue Committee (IRC) is hiring a Protection and Rule of Law Manager (Gestor/a de Protección y Estado de Derecho) to lead capacity-building efforts with local organizations in Chimaltenango and Huehuetenango, Guatemala. This role focuses on strengthening the protection response for vulnerable communities, including women, girls, adolescents, LGBTQ+ individuals, and people in mobility situations. IRC has been operating in Guatemala since 2018, responding to the growing humanitarian crisis in the country. Over the past four years, the organization has reached more than 262,317 people through humanitarian response programs. These include evidence-based education interventions, gender-based violence response services, child protection services, cash assistance for families in crisis, and access to reliable information. The organization serves internally displaced persons, people in mobility, asylum seekers, returnees, refugees, and survivors of gender-based violence. The IRC was founded in 1933 at the call of Albert Einstein and is one of the world's largest international humanitarian non-governmental organizations. It operates in more than 40 countries and 22 U.S. cities, working with people forced to flee war, conflict, and disaster, as well as the host communities that support them. The organization's mission is to restore safety, dignity, and hope to millions of displaced people, leading the way "from harm to home." The Protection and Rule of Law Manager will report to the Protection and Rule of Law Manager and coordinate with support areas to ensure proper implementation of protection activities. The role involves implementing training plans, supervising partner organizations, and ensuring quality technical standards across all protection programming in the prioritized intervention zones.

Requirements & Qualifications
- Experience implementing protection programs in humanitarian or development contexts
- Knowledge of gender-based violence response, child protection, and protection of vulnerable populations including LGBTQ+ individuals
- Experience providing training, mentorship, and technical support to local organizations, government entities, and NGOs
- Strong understanding of referral systems and case management best practices
- Ability to conduct community visits and field monitoring in Chimaltenango and Huehuetenango
- Experience managing partner relationships and coordinating with implementing organizations
- Strong reporting and documentation skills, including data consolidation and analysis
- Knowledge of the humanitarian context in Guatemala, including issues affecting internally displaced persons, returnees, asylum seekers, and people in mobility
- Ability to work collaboratively with government institutions, civil society organizations, and community focal points
- Proficiency in Spanish required

Partnership Management
- Support protection activities to identify opportunities for growth, consolidation, and delivery of protection response services that improve IRC's humanitarian response
- Implement the training plan created for the project in Chimaltenango and Huehuetenango
- Plan and ensure quality implementation of activities at municipal and community levels through regular visits to activity locations
- Provide training and mentorship to community focal points or partners following the plan created for the contract duration in Chimaltenango and Huehuetenango
- Contribute technical recommendations on how to address protection needs of people in movement and people at risk through analysis of implemented activities
- Support focal points of prioritized entities through monthly activities and visits to implementing partner or allied institution locations
- Assist in coordinating agreement closure activities with partners, including lessons learned processes
Technical Quality
- Support program launch at the community level, ensuring correct structures exist before implementation (referral pathways, safe space mapping, organizational capacity, etc.)
- Provide relevant training to community focal points before implementation to ensure technical structure matches project needs
- Ensure community focal points are equipped with referral and information management systems for proper identification and referral of at-risk cases, activated in a timely manner according to best practices and IRC policy
- Identify additional training needs while implementation is underway
Staff Supervision and Development
- Support identification of entity focal points for protection activity coordination
- Support prioritized entity focal points through frequent visits, mentorship, and technical strengthening
- Assume leadership when protection component expansion is required and promote expansion to new geographic areas according to prioritization
- Maintain open and professional relationships with local actors and IRC team members, promoting a strong team spirit
- Ensure timely completion and submission of monthly worked hours reports and annual performance reviews
Monitoring and Reporting
- Coordinate with the Monitoring and Evaluation team on tools needed to follow up on protection activities
- Monitor and consolidate information collected from community visits
- Submit weekly and monthly reports on beneficiaries served by implementing partners as established in project agreements
