NOFO- U.S.-Oman Youth Council Program

The U.S. Embassy in Muscat is looking for an organization to run the U.S.-Omani Youth Council, a leadership program that brings together 10 to 15 university students from across Oman. The program runs from November 2026 through May 2027 and aims to deepen participants' understanding of the long-standing relationship between the United States and Oman. It covers cooperation in diplomacy, trade, space, technology, innovation, entrepreneurship, and other shared priorities. The winning organization will receive up to $25,000 to design and deliver the entire program. The Council supports two bigger initiatives: the U.S. Embassy's Freedom250 campaign, which marks the 250th anniversary of American independence, and Oman Vision 2040, the country's national plan for economic and social transformation. The program's goals are to build youth leadership, encourage civic participation, develop human capital, and create lasting people-to-people ties between the two countries. The selected partner will handle everything from recruiting students on university campuses to organizing the final capstone event. The U.S. Embassy in Muscat has been active in Oman for decades, managing diplomatic relations, cultural exchange programs, and development cooperation. It runs exchange programs, English language initiatives, and public diplomacy efforts that connect Americans and Omanis. This grant is part of that broader mission. The Embassy will work closely with the chosen organization on participant selection, speakers, official visits, program content, public communications, and approving mini-grant projects. The program takes place in Oman, a country with a young population and a rapidly diversifying economy. University students there study across disciplines, from engineering to business to the humanities. The program's structure, with monthly sessions over seven months, means participants will meet regularly while continuing their studies. The mini-grants component lets students design and run their own community projects, with up to three projects funded at no more than $1,500 each.
