CSBG Tribal Capacity Building Training and Technical Assistance

The Administration for Children and Families (ACF) is offering a single cooperative agreement of $500,000 to support one organization in building tribal capacity within the Community Services Block Grant (CSBG) program. This is the CSBG Tribal Capacity Building Training and Technical Assistance (TCBTTA) project, and it directly addresses a gap in the CSBG system: there is currently no tailored training and technical assistance specifically for tribal grant recipients. The winning organization will help tribes and tribal organizations administer their CSBG services more effectively, strengthen compliance, and use funds to support housing and economic stability initiatives aligned with the "A Home for Every Child" administrative priority. The selected organization will deliver training and technical assistance (TTA) on CSBG oversight, budgeting, financial reporting, internal controls, and compliance with federal grant requirements. It will also help tribes complete the CSBG Tribal Annual Report and use data to improve their programs. A major part of the role is assisting tribes with community needs assessments and developing CSBG plans that reflect tribal priorities, all while honoring tribal sovereignty. The organization will also facilitate connections among tribal award recipients so they can share best practices, challenges, and improved processes. ACF is a division of the U.S. Department of Health and Human Services. It funds state, territory, local, and tribal organizations that provide assistance to families and individuals in need. The CSBG program itself distributes federal funds to states and tribes to combat poverty at the local level. This particular grant focuses on the tribal component of that network, which has historically received less dedicated support than other CSBG recipients. The work takes place across the United States, where tribal communities are spread from the Southwest deserts to the Pacific Northwest and the Great Plains. Living costs vary widely by state, averaging $1,200 to $2,200 per month depending on housing, health insurance, and other expenses. The organization receiving this award will likely work remotely with tribal partners across multiple states, so familiarity with the diversity of tribal nations and their distinct governance structures will be essential.
